Rabbits eating plants

What can I use for rabbits eating my double holly hocks???, They eat the stems & then come back the next day & eat the leaves. I am trying dish soap & water spray but don't know yet if it will work. (Just tryed it today) These are only 1 foot tall. Has anyone have any ideas??.

I think a .22 is the best solution but it might get u in spot of bother in the city. lol Good luck, Jerry.
P.S. the 3 rose seedlings u talked me into have grown over an inch already! :)
