Sticky for Orchid forum

How does one go about getting a Sticky for the Orchid Forum?
We would like to keep a list of Orchid related links on top of the posts. Also, is it possible to have several people being able to edit/add to that one?

Just in case this post gets buried, may I ask how to go about this please? We really like the way the Hoya Forum has their sticky formatted.
