Grammar question

I'm proofreading a paper for my daughter. When referring to the internet, should internet be capitalized?

Without knowing the actual rules, I'd be inclined to capitalize it. (I do in my writings.)

The internet should be capitally punished. (Head removed) Speaking of grammar, please remember "decimate" comes from the Romans who would kill one in ten soldiers who lost a battle. Decimate means a 10% loss, not total.

Frankay I understood decimate came from decimo which was to punish/kill every tenth man for mutiny, not for losing a battle. Had they have done the latter they would very quickly have run out of troops in the early and later days of their empire.

I should add, I'm sorry for the hijack NebraskaJewel, I think the Internet is capitalized too (as is Web and 'Net), most of the dictionaries I've come across have it as such, can't say I've kept strictly to that rule myself though ;)

Thanks. I thought Internet should be capitalized but wanted to check with the experts. My daughter has written a 10 page paper on distance learning for one of Masters in Education classes. It is quite interesting.
