Private Emails, Asking To Be Allowed To Purchase

Is it against the rules for me to ask in a private email, if I can be allowed to purchase a plant from another DGer?

There is another subscriber who has a plant I want, but I don't want them to give/trade it to me because I know the time and money they have invested in raising it, plus I'm sure they sell them otherwise they would not be growing so many.

I had much rather buy from someone here than an unknown on eBaby or plant specific website.

I don't think that's a problem. Since you aren't trying to sell something, but rather are asking if you can buy something, that should be fine.

Let me check on the opposite. Can someone use DG as a "source" to send unsolicited emails to members encouraging them to buy their products--same token, are they allowed to promote themselves within the forums?

Definitely not. There are a thousand companies who would love to spam our members, offering them goods or services in exchange for money. We take a strong stance against it. Contact should always be initiated by the customer - never the seller.

Yes, absolutely. If we don't enforce the AUP, then it'll lose its authority. And, we can't enforce it if we don't learn of violations.
