Why are most peoples names blue and a few of them green?

Those names are hyperlinks to their member page, and once you visit a hyperlink, it turns green. If you haven't visited that hyperlink recently, it will be blue.

I never could figure it out either. I thought for a while that it was people from the same state as me that had green names.
Now I can't believe I didn't get it. LOL
