For instance, say that I notice a Dave's Garden member has something I want on their trade list. Can I just ask for it? What if I don't have something to trade in return for it?

The Trading Primer covers a lot of the do's and dont's of trading plants and seeds, so I won't rehash what's already detailed within it: http://davesgarden.com/trading_primer/
But the short answer is if you don't have anything to trade, the member might be willing to send you the seeds or plants for postage (sometimes referred to as SASE, or self-addressed, stamped envelope.) It never hurts to (politely) ask, but then again, you shouldn't expect to receive seeds or plants without at least paying for the postage. (A stamp here, a priority mail box there, after a while, it can really add up!) If the member has specified "trades only", they are well within their rights to refuse your request.
It's helpful if those wanting to trade or SAE to check on the country the member is in. As you say Terry it can get expensive and IRCs at $1.75 still only cover 30pence worth of postage for me (average cost of sending 5 packets of seeds to the US is around 70pence postage), add to that the cost of posting the IRCs and envelope overseas and a couple of packets of seed that might never get to it's destination could be $5+ down the drain and a 2 week wait when someone in your own country might be offering the same type of seeds.
