Bottom heating temperature?

What is the recommended temperature for bottom heating for seed germinating flats? I have built a light box but am concerned that it might get too hot. What temperature range should I aim for?

I also built a light box. It holds 2 flats.
I've have found that 2, 25 watt bulbs maintain the correct temp very well. I use a dome on the flats and find the temp in the dome stays around 80 degrees.I bottom water so the humidity is very high also.
I've used this method for over 5 years with great success.

Ya'll got pics of your light boxes? I need to make one that really heats good for my peppers. They take SO long to germ unless I keep the heat at 80* or more.

If no pics, how big (and deep) are the boxes? What kind of fixtures? etc
