Sandy, I would forward that message on to ebay's helpdesk. It sounds like someone is trying to scam you. I too am an active member of ebay and I didn't get this message.

I did however get a very strange email from paypal, stating that my account would be closed if I didn't click on the link and enter my account information again. I went into properties about that email and it came from someone with a hotmail account. I forwarded it on to paypal and it was a scam.

I get a message that uses the word subscription right before they take money from my account to cover my charges from posting items on ebay

This is still a cause for concern. I would forward the message on to ebay anyway. Read this from Fox News.
