Can't get on Chat!!

Is anyone else having a problem tonight?? I'm not seeing the little "Chat Happy Guys" at all - saw them once, then went to check a forum and the little guys were gone, and won't come back. At the bottom of my page, the little green markers just go up to 5 and stop, so I never get the page completely open.
