"In all, monsoon floods have killed at least 323 people in India, according to official estimates.
Another 157 people have died in neighboring Bangladesh. Water levels in the Ganges, Brahmaputra and Jamuna rivers, which had receded last week, began rising again Wednesday following fresh downpours in the country's north, officials there said.
But the highest death toll has been in the Himalayan kingdom of Nepal, where at least 424 people have either been swept away by swirling floodwaters or crushed under mudslides in remote mountain villages."

What a calamity!!
There is really nothing to do against all of this.
How can you stop anyone, although they know that these are flood areas, from going back and building their houses there?
They need food, so they will move back.

My parents live in the St. Louis area (also where I grew up) and when it flooded in 1993, it was also unreal. People lost everything. It was so extensive all up and down the river...and you're right, there's nothing you can do but watch it happen.
One town, the village of Valmeyer, IL was completely lost in the flood. Once the levee broke, water continued to flow through the middle of town for two months. All of the people in the town got together and decided to rebuild the entire town over again...this time on a bluff overlooking the river valley. They did it, too. It has ben estimated that there have been more natural disasters this year than at any other time - so the news reported. It is tragic!!
