Hi all - anyone know what this white fungus growing in my herb bed is? Is it harmful to the plants? Harmful to people? Harmful to dogs?

Fungus growing in my herb bed
It appears to be slime mold which is common on decomposing mulch, especially wood, and a sign that things are as they should be. That is, microbial action is happening. Not harmful to anything.

You're welcome but that basil in the last photo looks pretty sad. Decomposition of mulch robs soil of nitrogen which is necessary for healthy green plants. Depending on your garden philosophy there are organic & non-organic options. And, as previously mentioned, advice & identifications are most accurate if you include your general location under your name or in your post.
