What bug lives in groups on ends of Laurel Oaks branches?

This tree has balls of bark or something attached to its bark on many of the branches. I am looking to identify this bug. You can see there are many bugs together at the end of the branch. The bugs have a couple of antennas, tiny hair like strands, about 2-3 cm in length on each bug. The main body section has black and yellow horizontal stripes. They have wings. I do think they closely resemble Tree Cattle or Cerastipsocus venosus. http://msue.anr.msu.edu/news/tree_cattle_causing_undue_conce... there is a link to some information on them. Your camera did not focus properly on the insects themselves, so I hesitate to offer an opinion. I will just note that 'tree cattle' usually are found on the main trunk(s)/major limbs of trees rather than on twigs.
