Forum suggestions

First, it's unclear how to suggest a new forum be created. I've spent over 2 hours searching for one that I could post a question in about using a flat garden hose... like unbiased product reviews so I would like to see that offered or made clear. Then even if the answer to letting users suggest new forums is no- then where can I get product reviews about flat garden hoses... I've searched the blogs and the forums but your search feature doesn't work well if at all.
