My friend has a few of these in her house. It's small, non aggressive and doesn't flap its wings much. When prodded to move they will fly off but not frantically.
I've searched for hours and can't find anything like it, I'm not sure if the black section that looks like it's hanging off is body, or stubby underwings? She finally got her daughter to get some better pics for me to use, and I have full permission to upload them!
Any help would be greatly appreciated!

They are ensign wasps (family Evaniidae); parasitic on cockroach egg cases.

Thank you very much! I was certain it was a wasp but my friend was very sure it wasn't so i've been searching flies etc heh heh. So much appreciated, I'll let her know!
