It's not particularly easy to use, but there is an enormous amount of last Spring freeze, first Fall freeze climate data accessible from this Index:

Climate data is available for all the states and for many towns and cities within those states, but not for all towns. If your town is not listed, you can "interpolate" between the two nearest towns to your location for a good estimate at your location. Notice that climate and weather is still a matter of chance, and that probabilities are used, with 90% probability indicating a good chance, 50% probability being a toss-up, and 10% probability being a "long shot". If you have a specific location in mind, I can walk you through using those climate tables for it.

We'll take a look at the way the data is pulling for that, but my guess is it's going to be easier and faster for the system to pull your ZIP code data than to interpret city/state into a ZIP (lat/long) and give you a result.
