I've been a member for several years, and have been very happy with the cleanness and ease of use, but also with civility of the participants. But I wasn't educated about Dave and the history of the site and the policies, etc. In reading all of the posts from early 2010 about the takeover by IB, I learned that Dave took a very active part in removing posts that didn't fit with policies such as "no religious debate (discussion OK" and "nothing about current affairs." That would explain the tone of the participants. I haven't noticed any change. Are those rules still in effect? Who monitors this? I expect this is stated explicitly somewhere, but the search engine hasn't, as far as I can see, been upgraded as many hoped. (My only complaint about Dave's Garden.)

Have the policies changed?
If you go to "about us" in the top navigation tabs and click on the "rules" link you'll see the bit about political/religious discussions not being allowed. http://davesgarden.com/aboutus/rules/ If you see a discussion getting out of hand and the admins haven't seen it and stepped in yet, you can always use the "contact us" link to let them know about it.
Yes, the rules remain the same. If anything is questionable, you can always use the Contact Us link to let us know...or to ask if it is allowed.
Since 2001, we've asked that members respect our policy of no debating religion or discussing political topics, (which generally include current affairs)
There are any number of places on the web to have those discussions and we ask that folks who wish to talk about those topics to do so there. We also have a 'family friendly' policy about language and jokes. If it isn't 'G' rated, we do not allow it.
We'll be more than happy to let you know if something is permitted, but a good rule of thumb is, if you are questioning it, then it probably isn't ok to post.
