CLOSED: Anyone know what this one is?

Maine, United States(Zone 5b)

Every year a bug- or assortment of bugs, destroys my astilbe buds and some of the foliage by sucking. Yesterday I saw some damaged looking foliage and saw this little beige bug on there when I looked closer. The black spots on the leaves appear to be dead spots, not eggs. I sprayed the plant tonight with BioNeem spray, but don't know if that's enough to take care of it. I really, really don't want to lose my buds this year. Last year I had barely any blooms because of this insect(s). I can't wait out there 24/7 with insecticidal soap, so I really need to know what I can do to protect these plants.

The insect is a nymph of a planthopper/leafhopper, possibly in the family Cicadellidae - see http://tinyurl.com/l459j8 for an example. The black spots also could be caused by disease rather than by feeding damage - see http://tinyurl.com/2apct6k. Feeding by leafhoppers usually results in pale rather than dark spots. See http://tinyurl.com/2fwobh3 for a fact sheet on control measures for leafhoppers; you also might contact your county office of the University of Maine's Cooperative Extension service for additional advice - see http://tinyurl.com/22kfkcy for contact links.

Thanks, suunto. I really don't think the spots are disease, because they only exist (right now) on the stem that I found the leafhopper on...the rest of the three plants look very healthy.
