White Dogwood Tree Not in leaves

Can anyone tell me why my White Dogwood tree is not in leaves or broke out in buds yet? It is alive, it is green.


Also can anyone tell me why my Sourwood Tree is not broken out in bud or leaves? I bent it to the ground and it will not brake off. This makes the 2nd year it has not broke out in buds or leaves. By bending it to the ground it tells me that it Ive alive right?

So the sourwood spent the entire year last year without getting any leaves at all? I'm not sure there's too much hope for it if that's the case.
