ideas for shrubs inside picket fence...prefer viburnums zon

Anybody have suggestions for viburnums or other shrubs for inside of picket fence that wont get much taller than 3 or 4 feet(full sun)? Also any suggestions for viburnums for privacy screen for fence in back yard and down sides of back yard that get taller(some areas have full sun and in very back full shade) for zone 8a thanks

Have you thought about weigela bushes? I have an above ground pool and I have them planted around the edge of my deck. I planted them last year and they are doing great. They bloom real strong in the spring and then a few blooms at a time till fall. They come in different sizes and colors.
