I wish I had a picture but I don't. I can describe it pretty well though and hopefully someone can point me in the right direction.

It is a tiny bug with a slightly ant lion looking face. The weird thing about it is that it seems to build a 'house' on its back out of whatever is around that is small enough.

I found it on the floor of this wood outbuilding I was working on earlier and it seemed to have used pieces of sawdust (among other things) to build the 'house' on its back.

I could have sworn I saw a tiny dead insect in there too as there were some wings sticking out at an odd angle. Too odd for it to have been this little insects wings.

Any thoughts of where to start looking would be great. I love this type of little bug and I would love even more knowing what it is. =)

Sounds like it could be a larva of lacewing (Neuroptera: Chrysopidae). Some of these little predators will 'decorate' themselves with bits of debris, including the remains of prior victims, thus earning the nickname 'trash bugs.' Yep that looks like that is what it was. =) of course the 'trash' didn't look exactly alike but I am sure that is what it was. Thank you. I studied insects a lot as a child and thought I knew them all but not this one. =)
