Can anyone identify these bugs? Are these harmful to my little tree? I'm a little freaked out at the sheer quantity.

They look like Leaf Hoppers, a piercing sucking insect similar to Aphids. They can injure new growth.

You can try washing them off with water. If they are persistent, spray them with a mixture of 4 ounces mild shampoo per gallon of water (1 oz per quart / liter).
