I have noticed this fly around my citrus trees and also my Hibiscus. It is sort of an iridescent color and larger than a gnat but smaller than a housefly. My citrus trees were hit hard by whitefly last year. Do I need to worry about this fly?

It might be one of the Long Legged Flies, the family Dolichopodidae. They eat other insects, so they're not a pest as far as I know. There are thousands of species! There are a couple examples in BugFiles:
