This appears to be a large milkweed bug (Oncopeltus fasciatus; Hemiptera/Heteroptera: Lygaeidae) - see http://tinyurl.com/cbsskc and http://tinyurl.com/cl7ojs for images and http://tinyurl.com/dl62u7 for more information. They feed only on the seeds of milkweed plants, and therefore usually are not considered pests.
