Lilac late to leaf

What do you suppose is going on with my lilac?

While others in the area are progressing well, my older lilac is leafing out quite late. It has buds and seems to be on time to bloom with the others (still a week or so late this year) but leaves are hardly progressing at all. We recently cut down a tree and shrub along side this old bush, but the leaf thing was happening (or not happening) already.

I am not having leafing out issues with Miss Kim...but out of the three shrubs that were heavy with blooms last year ----I seem to have only four blooms total on all the shrubs. Do they rest some years? The leaves are lush and the shrubs look very healthy.
