Im confused about what that means when referring to thinning out seedlings when the first 'True Set" of leaves appear. can someone explain what those are?
What Is "True Set" of Leaves?
The leaves that you see right after the seed has sprouted are the seed leaves. The second leaves that form will be your true leaves.
ah ha! that explains why some of my veggies start out with small oval leaves, but then develope those jagged edged leaves!

Now, are those 'seed' leaves eventually supposed to wither/wilt, turn yellow and die off?
They'll die off eventually--with some plants they tend to go away fairly quickly but others they will hang on for a while. Doesn't matter either way so don't worry about it.
