I needed a cheap propagation mat to start seeds, that was within my price , The ones that I use are for heating Water Beds, work very well as they have a Thermostat that keeps from overheating, As you know different seeds different temps. I have been picking them up at yard sales for $ 1-5 . Before I used an electric blanket but it only had one Temp and it was very large even when folded I use plastic film over the mat to keep water off . Also on larger areas I use sand ,one or two inch .Then if you start with foam first and build up it all helps

Why not? Those are safe the way you are using them. I have a very small heating need. We pick up human use types for a buck or two when we see them at yard sales. They two are made to be safe when wet. We two cover them with plastic to keep them dry.

I have been using water bed heaters for the last year and am very pleased with them. I am using them under an aeropropagator setup I made with an 18 gal tub. I put the mat under the tub and put the thermostat between them. It works very nicely. Where do you put the thermostat on yours?
