Every year we get these tiny beetles on our bedroom window sill - which is just above our bed, which gives me the heebie-jeebies. Can anyone tell us what they are?

this is a carpet beetle (Coleoptera: Dermestidae) in the genus Anthrenus; likely the varied carpet beetle, Anthrenus verbasci - see http://tinyurl.com/c7xokr for an image. These beetles are pollen feeders and excellent fliers (which is how they usually enter dwellings), but their larvae (see http://tinyurl.com/a76p4k for an image) can be quite destructive on just about any material containing animal protein, including woolen/silk fabrics, furs, hides, feathers, and even some pantry items.
