How do I propagate seeds from pod?

I posted an earlier message and should have started with this one showing the pod and seeds from a plant I have and have not been able to identify. This is a photo of the pod and seeds and I will follow with a photo of the plant. This plant appears to grow wild in my area (southern California) but mine has never sprouted any new plants. I don't know why. It's possible that birds or animals are getting the seeds? But I would like to try to grow these seeds because this is a very nice plant and I've been having a very difficult time identifying it (similar plants are sold in local nurseries but not the same plant and do not do as well as this one). However, I'm not sure what to do with the seeds.

You can get them at any of the box stores.They are peat in a round coaster looking thing shape..good for starting seeds.
