I want to propagate begonias, pelargonium, ruellia, lantana and a few others from cuttings but they are all blooming indoors either in south facing window or under Metal halide lights. . my understanding is that cuttings from flowering plants will not root well. do i just cut off blooms from cutting or would it be better to deprive plants from light for a bit until they stop blooming? Any suggestions on what to do appreciated.

Cut the blooms off and propagate away!
I've had the best luck with cuttings when the plant is in its growing spurt.
If they are blooming, they are actively growing.
