Look like Aphis nerii ...Various common names-Yellow Aphid, Milkweed Aphid, Oleander Aphid

Hi :) yep they're aphids ... had them on my swan plants... a little soapy water sprayed on to them does them in ... if there are not too many you could just squash em ... alternatively i have used fly spray for a quick kill :)

yes they love milkweed, I washed them off almost everyother day last year.
