Well, mine were vocal off and on during the day, they sounded like they were laughing(kind of a comical sound to me). How close are your neighbors? Their coop was about 75' from the house and you could hear them quite clearly through the open windows.

Was it frequint or like a rooster mine crow several times a day? My doves and pigeons are vocal all day and i don't find it annoying.
My neighbors behind me have ducks i hear them about twice a day and on the other side they have chickens. As long as it's not continious i don't think they would mind.

Harm: I had four call ducks about six years ago and they can be noisy. I had to get rid of mine because the neighbors started calling the sheriff and at that time I worked for the sheriff's Dept. LOL Pretty bad when you have to report yourself. They are so very cute, but my neighbors at the time didn't care about cute. Hay
