Burro's Tail
I would try posting your question in the Beginner Houseplants forum instead, you'll get more answers there. Here's a link to it if you don't know where it is http://davesgarden.com/community/forums/f/b_houseplants/all/ That being said, it's probably not something you're doing wrong--for many plants being grown indoors is not the right conditions to get them to bloom, so even though they can be happy and healthy and grow they won't necessarily bloom much if at all no matter what you do. Chances are the person who had it blooming lives in a warmer climate and was growing it outdoors, but if there's a way to make it bloom indoors hopefully the people in the houseplant forum can give you some tips.
I have some only I cal it donkys tail. Mine is in the ground and has spread a lot. It is in sun until about noon then shade. It keeps it's color all winter and yes it does bloom in the spring arround mid April I think. BEV
