This looks like the brood resulting from the parasitism of a caterpillar by a wasp in the family Braconidae (see http://tinyurl.com/6wyvek). Several species exhibit polyembryony, in which numerous offspring originate from a single fertilized egg. The record (so far) is more than 3,000 larvae in a single brood, see http://tinyurl.com/9ly5w4
