I have lots of these hanging all over my fences in my pasture - are they a type of cocoon/chrysilis for a moth or butterfly?

Thia appears to be the case constructed by the larva (caterpillar) of a bagworm - see http://www.pbase.com/artcons/image/104803320
The female bagworm is wingless and remains in this protective case; she lays her eggs in the case after mating (the males are winged, and home in on pheromones released by the female).
Yes, I think you're right! Thanks for the help! I guess I'll remove them and try to control their spread.
