CLOSED: Tiny White Bug Identification please

Can someone please identify the tiny white bugs on the back of the leaves on my Hong Kong Red Orchid Tree. They can fly.

Also, what is the best plan to get rid of them? Will a systemic work? If so which is best, if not, what?

From you description it sounds like white fly to me. There are several ways of getting rid of them, from spraying with water to using Neem oil. You can also try hanging yellow flypaper up too. That seems to attract them. You can also use a horticultural soap to clean them off.
