This is an orb weaving spider (family Araneidae), but the photo is too fuzzy for a specific identification. It likely is in the genus Neoscona or Araneus - see http://nathistoc.bio.uci.edu/spiders/ for images of some commonly encountered California spiders. All orb weavers are harmless to humans.
