What does it mean ?

Better to cut in the " meat " of the seed before to soak in water ????
Or only in the skin

Perhaps like I use to make with canna seeds to file off till I see the " meat "

I think they're advising to nick the seed coat away from the hilum, that elliptical/semi-circular area where the seed was attached to the mother plant in the ovary/seed capsule. Here is a photo of one on a bean seed: http://www.personal.psu.edu/users/t/r/trp2/beanlabel.jpeg


Then you soak the seed in water for a short period of time (1-6 hours to overnight, depending on personal preference and how the seed is expanding in the imbibing process).
