My guess is a flame skimmer - your picture seem to have a bit of black (excluding the body showing throught its wings) on its wings closest to it's body and the amount of orange on its wings match. Neon skimmer only had a small patch of orange on its wings and are strongly red. Flame skimmer only have orangish bodies. Scientific name is Libellula saturata. If it was brillient red, then id would be tough as there appear to be 4 or 5 species in southern California. Habitation include ditches, ponds, lakes, springs and stream pools so they are not picky about where they lay their eggs. Maybe your dragonflies comes from a yet to be discovered small body of water the book says most western dragonflies will larvae in any open body of water.

I got the info from the book, Dragonflies through Binoculars.

I agree with Flame Skimmer (Libellula saturata).
