i've never seen a grasshopper that looks like this in my location ( west virginia) looks like a miniture dinasour.

Having said that, I can identify your little creature. Despite appearances it is not a grasshopper. It is an Assassin Bug, known as the Wheel Bug (Arilus cristatus), the wheel being the semicircular crest behind its head: http://davesgarden.com/guides/bf/showimage/3230/
