Can I propagate ginger by laying a cut piece down in potting mix? Will it root at the joints like sugar cane? Should it be buried all the way under the soil or just half way?

As long as your cut ginger piece has some buds on it, you certainly can. I haven't grown sugar cane so I'm not sure whether or not it's the same sort of thing, but you can just lay the ginger on its side in the potting mix and cover it with a little soil. You'll want to keep it decently warm and don't water it too much until you can see that it's started to grow.
