I tried to get a better pix of him by placing black construction paper behind the web but he ran away. Look carefully just about center of the pix(sorry,it's blurry). Black tail end,tan head and bright green legs.

Image is just too blurry to make a determination. Have a look at an image of Mangora gibberosa at http://i.pbase.com/u42/tmurray74/upload/33421627.CRW_5431_RJ.JPG to see if there is any resemblance to your specimen.

That's odd - I just tried it and it worked fine. Just try Googling images of Mangora gibberosa.
kinda but I didn't see any black on it's legs and it's tailend looked all black but then again,I couldn't get a close look and it moved too fast.
O.K. - Here's another possibility, the orchard spider (Leucauge venusta; family Tetragnathidae) - see http://www.pbase.com/tmurray74/image/31039743
Its legs often are more vividly green than in this example.
I looked at it....maybe. I googled green legged spiders in Arkansas but didn't find many.
I had hoped it came back and rebuilt it's web so I could look better but ...nope...I scared it away.
