I thought it could be a moth because of its antennae and its woolly haired body. I often find it inside the house, specially in the bathroom. Its size is appr. 3mm.
I also often find it outside;
here it's sitting on the wall on my terrace;
CLOSED: very tiny moth(?)..
It' s actually a Moth Fly, and my camera can't take pics of them as big as that!

I had also been searching and thought it could be Psychoda alternata, but now that I see the picture of the Diptera-site it looks the closest to mine.

on this site the image looks exactly like mine but got identified as being Psychoda alternata as far as I understood it ..
