These guys build incredible paper hives on my outside ceilings and behind shutters.
CLOSED: Probably a Paper Wasp
This appears to be a vespid wasp in the genus Polistes - see http://www.pbase.com/tmurray74/image/5899422 for a North American species. Commonly called paper wasps, they tend not to be very aggressive, but can give a painful sting if you disturb their nests(s).
