Can anyone ID this white, web-like substance on this succulent? If so, how should it be treated? Difficult to get a good photo...

Could it be mealybugs? How best to treat? Is there a systemic pesticide that can be used in outdoor potted plants?

Yes, that method does work quite well, thanks. But, what I wanted to know is if anyone could ID the bug so I'll know which pesticide will be effective. Since first posting I found more of the same on other plants (too much to pinch)and want to get rid of it.

The only other way I know is to blast them off with water or (tedious) paint each one with an alcohol soaked q-tip.
