I have had an unusually large number of those insects that seem to be confined to my sunflower plants. They hang out on the flower and not the leaves. When I disturb them, they take off flying. They don't seem to have made any impact on the plants, but maybe I just haven't inspected them closely.They seem to do a lot of mating.

These appear to be eastern leaf-footed bugs, Leptoglossus phyllopus (Hemiptera/Heteroptera: Coreidae) - see http://creatures.ifas.ufl.edu/orn/leaffooted_bug.htm
They usually are relatively minor plant pests, but exceptions can occur.
