These could be larvae of the dogwood sawfly (Macremphytus tarsatus; Hymenoptera: Tenthredinidae) - see http://www.entomology.umn.edu/cues/Web/105DogwoodSawfly.pdf and http://davesgarden.com/guides/bf/go/4878/
These larvae change in appearance as they develop.
