CLOSED: What is this little black bug in my house?

There has been a strange black bug in my house. it is 1/4 an inch, black with 4 wings, long back legs, and it looks like it has a stinger. It has the head like a wasp, but has clear wings just like a fly. I could not get a good picture of it, but if anyone has any ideas that would be really helpful.
