This bug stung my mother in law and her arm swelled up. Want to know what it is. It is black, with black and white wings about an inch long. Thanks

This insect is unlikely to have bitten or stung anyone, as it appears to be a bee fly (Diptera: Bombyliidae) - see http://flickr.com/photos/59783550@N00/542407692/. The adults primarily are nectar feeders and the larvae mostly are parasitic on solitary bees and wasps; they are harmless to humans.
Thanks for the clarification, but it did do something to my MIL, as her arm swelled up bad, not sure what happened. thanks.
