when is the best time to severly prune jasmine

My jasmine is growing under my house ,inside the siding and comming out the top! I think my only solution is to cut it down and start over. The trellis is attached to the house and too close to the ground to reach behind and cut. I think winter will be the time to cut it down but I'm not sure. Any advise will be greatly appreciated.
