As it has only two wings it should belong to the Flies, but it has a wasp-like waist and the body posture of a musquito and something on the end of its abdomen that looks like a weapon...
here it is feeding on Solidago..

This appears to be a female crane fly (Diptera: Tipulidae) - you could confirm this by examining the dorsal aspect of the mesonotum, if it bears a prominent V-shaped suture, it is a crane fly.
Thank you Suunto, I'll have a further search into the Tipulidae.... I discovered a V-shape, though faintly as the picture isn't very sharp.

I think I'll have to give up. I'll just call it a Tipula sp.
